PROBLEM TO BE SOLVED: To perform adaptable power control by evaluating a continuing time of high speed fading of a signal received on the basis of measurement of an amplitude or power, estimating and deciding a power control instruction. SOLUTION: An evaluation unit 200 has a measurement unit 21 for measuring an amplitude (Lm) of a received signal RC in a specified time (t), an averaging unit 22 for deciding a short average Lav of the measured amplitude (Lm), an estimating unit 23 for estimating a continuing time tf of fading, and a control unit 24 for deciding a power control instruction signal PC provided for a transmission unit to use for setting a discharged power (P) to a value given according to a PC instruction. In order to optimize the reliability standard of power control, the power control command signal regarding a predicted fading continuing time tf lead from a fading depth L/Lav is decided.
