<p>PROBLEM TO BE SOLVED: To allow terminals to stably apply random access to incoming user information by allowing a terminal whose queue length exceeds a threshold value to request transition to a user information use dynamic or fixedly assigned channel on the frequent occurrence of collision in incoming user information sets in a prescribed time slot. SOLUTION: On the frequent occurrence of collision in incoming user information sets in a prescribed time slot, a terminal requests transition to a user information use dynamic or fixedly assigned channel that is different from a user information use random access channel. For example, each terminal or the like monitors a length of a queue being a random access transmission buffer. When a queue length of a terminal exceeds a threshold value, the terminal transmits a transition assignment request from an incoming user use random access area 24 into an incoming user use dynamic or fixedly assigned area 25 to a base station. Since the incoming user use dynamic or fixedly assigned area 25 is assigned individually to each terminal, no collision takes place among the terminals.</p> |
