PROBLEM TO BE SOLVED: To improve the absorption characteristic of an electromagnetic-wave absorber over a wide frequency band by forming the absorber, by laminating a plurality of electromagnetic-wave absorbing layers having different frequency absorption characteristics with respect to electromagnetic waves. SOLUTION: A wide-band absorptive electromagnetic-wave absorber 1 is formed by rolling an electromagnetic-wave absorbing layer 2 containing spheric soft magnetic powder, and another electromagnetic-wave absorbing layer 3 containing flat soft magnetic powder in a state where the layers 2 and 3 are laminated upon another with an appropriate adhesive layer 4 in between as necessary. The electromagnetic-wave absorbing layer 2 is formed by scattering 30 vol.% spheric atomized iron power containing 13 wt.% Cr, and having a mean particle diameter of 10μm in a polymer as the spheric soft magnetic power. The other electromagnetic-wave absorbing layer 3 is constituted by scattering 55 vol.% flat atomized powder containing 7 wt.% Fe and 9 wt.% Cr and having an aspect ratio of 8 in a polymer as the flat soft magnetic powder so that the layer 3 may have a different frequency absorption characteristic than the layer 2 has.
