PROBLEM TO BE SOLVED: To apply phosphor paste between ribs of a substrate with a uniform width. SOLUTION: This device is used for forming a phosphor layer by applying phosphor paste to a slot formed between plural ribs formed in parallel on the surface of a substrate. The device is provided with a mounting table 7 for mounting the substrate, a nozzle head 51 having a nozzle for dispensing the phosphor paste, a feed part for feeding the phosphor paste to the nozzle head, a carrying part for relatively moving the nozzle head and the mounting table, and a control part for controlling the carrying part and the feed part so as to sequentially apply the phosphor paste to the predetermined slot between the ribs. The control part varies the relative movement speed between the nozzle head and the mounting table according to the variation of the spouting quantity of the phosphor paste from the nozzle.
