PROBLEM TO BE SOLVED: To detect overlapped fields more correctly than when a threshold is fixed by estimating a cumulative addition result at a field where the overlapped field exist as an amount of noise, deciding a threshold which becomes a reference for detecting whether or not the fields are overlapped ones according to the amount of noise and updating the threshold every time the overlapped fields exist. SOLUTION: In this signal converter, overlapped fields are detected in a telecine signal (Vin) inputted from an input terminal 100 by an overlapped field detecting means 400 and overlapped fields identification information is outputted. Also, the inputted telecine signal is delayed for one frame by the overlapped field detecting means 400 and inputted to an overlapped field eliminating means 600. In a comparison means, a cumulative addition result in the detected overlapped fields is defined as the amount of noise included in the telecine signal, outputted to a threshold decision means and a threshold(Th) which becomes an input to the overlapped field decision means is decided in accordance with the amount of noise.
