PROBLEM TO BE SOLVED: To mount a steering member from a rear part of a vehicle by an instrument module method while ensuring the mounting rigidity of the steering member, and to reduce the manhour for assembling and the number of pieces of components. SOLUTION: Both ends of a steering member 1 are mounted on a body panel facing to a rear part of a vehicle through a bracket 4 to realize the reduction of the manhour for assembling and the reduction of the cost by the reduction of the number of pieces of components, the bracket 4 at a driver's seat side consists of a mounting face part to be overlapped to a body panel surface, a bent face part bent and formed on an outer peripheral edge of the mounting face part to be continued to each other toward the rear part of the vehicle, and a pair of joint parts extended to the rear part of the vehicle for joining the steering member 1, and the steering member 1 can be mounted on the car body panel 3 by means of one component, which can accelerate the reduction of a weight, and effectively reduce the cost by reducing the number of pieces of components and the manhour for assembling.
