PROBLEM TO BE SOLVED: To stably produce carbonized waste useful as fuel and a recycled resource by removing water in waste into a specific range of percentage by weight, simultaneously compressing by a prescribed quantity and dry-distilling or carbonizing the dehydrated and compressed waste. SOLUTION: The waste such as municipal refuse housed in a waste pit 1 is sent to a crushing device 2 by a crane to be uniformly cut into a prescribed size in the crushing device 2 and sent to a magnetic body sorting device 3. A magnetic body contained in the uniformly cut waste is sorted and removed and the waste, in which the magnetic body is sorted and removed, is stored in a hopper device 4. The stored waste is sent to a press dehydrating device 5 to be dehydrated from 69-40% into 25-35% by weight of water and compressed to the prescribed quantity. The compressed and dehydrated waste is sent to a carbonizing device 8 through a transporting conveyer 6 and a feed hopper 7 and heated and carbonized at 600-800 deg.C in the carbonizing device 8.
