PROBLEM TO BE SOLVED: To contrive the increase or decrease of load which settles ground by laying a horizontal drain on weak ground, laying an impervious sheet thereon, mounting a filling material, and controlling an underground water level in the horizontal drain. SOLUTION: A sand mat 2 having the part of a horizontal drain on an existing buried ground 1 is laid into constant thickness, after a recess place 4 surrounded by a temporary weir bank 3 is formed on the sand mat 2, an impervious sheet 5 is laid on the recess place 4 to be made a filling part 6, and dredged clay 7 is mounted in the filling part 6. The permeability of the buried ground 1 and the dredged clay 7 is blocked by the impervious sheet 5, an underground water level in the sand mat 2 is lowered by eliminating water in the sand mat 2, load of loading filling is enlarged by lessening buoyancy acting on the lower face of the impervious sheet 5, the settled amount of the buried ground can be increased. Furthermore, remaining settlement is decreased, and the strength increase of existing ground can be expected.
