PROBLEM TO BE SOLVED: To provide a good workability inner face high lubrication steel pipe and its manufacturing method wherein a bite, baking and abrasion of an inner face jig can be prevented and the piece is of a good inner face lubrication property by omitting the processes of an junction at the working time, a paint coating or the like at a customer side, and by omitting a deoil cleaning process and a drying process arising from the above processes as well and, also by eliminating a slippage, etc., in a transfer process. SOLUTION: This steel pipe has an organic system lubrication film of 1-100μm thickness or an inorganic system lubrication film of 1-1,000 mg/m2 generation volume as a metallic element on the steel pipe inner surface so as to make the inner surface lubrication property higher than that for the outer surface. Under this manufacturing method, the good workability inner face high lubrication steel pipe is manufactured, wherein a steel plate material having a lubrication film on one side is made into a pipe in a way that the lubrication film face becomes an inner face of the steel pipe.
