PROBLEM TO BE SOLVED: To prevent damage of a belt and to avoid lowering of marketability of the belt by providing an upper bracket with mounting pieces with the inserted belt on left and right sides of a substrate and providing flanges bent outward at upper and lower end parts of plastically deformable parts of left and right U-shaped parts in plane view. SOLUTION: In an upper bracket 21, mounting pieces 24, 24 are provided via U-shaped parts in plane view on left and right sides of a substrate 23 provided with a pair of left and right car body fixing pieces 22, 22. The left and right bent U-shaped parts in plane view become plastically deformable parts (elongation deformable parts) 25, 25. The plastically deformable parts 25, 25 can be elongated and deformed forward by bending deformation and the upper and lower end parts are flange parts 25f, 25f bent outward. When impact load is applied to a car body, the elongation deformable part 25 of the upper bracket 21 and a lower bracket elongates and deforms, damage of a seat belt 9 is prevented by the flange parts 25f, 25f and lowering of outward appearance marketability can be avoided.
