PROBLEM TO BE SOLVED: To reduce the number of parts and assembly man hour by assembling and fixing an upper cover to a piston lower cover tighteningly in a holding state. SOLUTION: In the piston 7 of a flash valve, a piston lower cover 12 is integrated screwingly with a piston upper cover 13 and a start valve 14 is arranged in its inside while being contacted to a start valve packing 25. A spring 15 is provided on the upper surface of the start valve 14 and the start valve 14 is formed so as to be always pressed to the start valve packing 25 and closed by the energizing force of this spring 15. Thus, by screwing the screw part 13b of the piston upper cover 13 relative to the piston lower cover 12 and tightening the piston upper cover 13, the start valve cover 17 is pressed on the start valve packing 25 and fixed. Thereby, the number of parts and assembly man hour can be reduced.
