PROBLEM TO BE SOLVED: To obtain a water developable photosensitive flexographic printing plate excellent in image reproducibility and having a small dot gain and good printing performance by making the ratio of the dynamic hardness of the surface of a printing plate to the dynamic hardness of the inside of the printing plate a specified value or above. SOLUTION: In this water developable photosensitive flexographic printing plate, the ratio (A/B) of the dynamic hardness A of the surface of the printing plate to the dynamic hardness B of the inside of the printing plate is >=1.1. In the case of A/B>=1.1, the surface of the printing plate has a higher hardness than the inside and this hardness difference produces a cushioning effect and prevents deformation in printing. The transfer of ink to a body to be printed is carried out faithfully to the shape of the printing pate, dot gain peculiar to flexographic printing is reduced and clear printed matter is obtained. In the case of A/B<1.1, a cushioning effect is not produced, the surface of the printing plate is deformed in printing, a large dot gain is caused and a clear printed image can not be obtained.
