PROBLEM TO BE SOLVED: To continue the operation even if the coil breaks, by providing the device with a bypass duct line which connects the inlet and the outlet of a coil for cooling inside fluid by sprinkling cooling water from a sprinkling nozzle, and opening the bypass valve from the output of a fluid sensor which detects the leakage of fluid from the coil. SOLUTION: At usual operation, cooling oil is sent from a clean tank 71 to a pump 73, and is distributed by a valve 77 and is sent to cooling towers 5 (5a-5d). The oil flowing in the coil 37 within each cooling tower 5 is cooled by the cooling water sprinkled from a sprinkling nozzle 17. In this case, if the coil 37 of any cooling tower 5 breaks, oil mixes in the cooling water, so a fluid sensor 53 detects this oil-mixed cooling water, and this device closes an inlet valve 33 and an outlet valve 39 under control by controller 57, and also this opens a bypass valve 45, and circulates the oil through the bypass pipe 43 so that it may bypass the broken coil 37.
