PROBLEM TO BE SOLVED: To attain the switching of high quality/low delay operation modes in a small mode switching time in a dynamic image signal encoding/decoding device. SOLUTION: This device is provided with a dynamic image signal encoder 1a having a high quality/low delay operation mode switching means 1aa for switching a high quality mode in which a B picture is inserted and a low delay mode in which any B picture is not inserted, a dynamic image signal decoder 1b for decoding the encoded dynamic image signal, and a control part 1c for controlling the operation mode switching of the device. The high quality/low delay operation mode switching means 1aa of the dynamic image signal encoder 1a switches the high quality/low delay operation modes according to control from the control part 1c, and the dynamic image signal decoder 1b performs picture output. Thus, the switching of the both modes can be attained in a small mode switching time.
