PROBLEM TO BE SOLVED: To provide a reflection preventing base material capable of being manufactured in a condition in which color shading of reflected light is small even if the base material has a large area. SOLUTION: This reflection preventing base material 5 is provided with a reflection preventing layer 4 in which a first layer 1 having a refractive index (n1) of 1.5 or more and 2.5 or less and a thickness (d1) of 0.01μm or more and 0.5μm or less and a second layer 2 having a refractive index (n2) of 1.1 or more and less than 1.5 and a thickness (d2) of 0.01μm or more and 0.5μm or less are stacked in this order on a base material 3, and the thickness of the first layer is gradually increased and the thickness of the second layer is gradually decreased from a part (E) in which the thickness of the first layer becomes the minimum toward a part (F) at which the thickness of the first layer becomes the maximum in the entire periphery of the base material 3.
