PROBLEM TO BE SOLVED: To provide a new neutral film capacitor which does not cause any large leakage current and has a low ESR, a small size, and a large capacitance and a method for manufacturing the capacitor. SOLUTION: In a method for manufacturing capacitor, a capacitor element is formed by forming a copolymer 2 of the styrene, acrylic acid, and ethyl acrylate of a polymeric organic dielectric layer on etched aluminum foil 1 which is formed as a porous electrode and a polyethylene dioxythiophene layer 3 which is a first conductive high polymer layer, and a polypyrrole layer 4 which is a second high polymer layer on the dielectric layer. Then a current collecting layer is formed on the polypyrrole layer 4 and leads are fitted to the current collecting layer. Then the space charge in the dielectric layer is reduced and, in addition, conductive high polymer molecules in small areas adjacent to the electrical weak point sections of the dielectric layer are efficiently and selectively insulated by applying a voltage across the electrode leads for a fixed period of time by inverting the polarity of the voltage at least one or more times.
