PROBLEM TO BE SOLVED: To realize re-delay correction and to shorten time required for re-delay correction, even if all bands of a connection channel is used for bulk transmission by cutting the channel, then delaying/correcting data and connecting the channel. SOLUTION: When a transmission delay difference between Bch is fluctuated in a network while user data is bulk-transmitted, a data fault monitoring part 11 detects a use data fault. A device monitor control part 10 cuts only specified B(x)ch for executing re-delay correction. A call control part 16 executes the connection processing of B(x)ch again by an instruction from the device monitor control part 10. A delay correction part 17 executes a delay correction processing with an opposite device 1B by an instruction from the call control part 16, when all Bch connections are completed. When the delay correction processing is completed, a system can be operated at a bulk mode and therefore the transfer of user data is started.
