PROBLEM TO BE SOLVED: To produce a dispersing agent for a powdery hydraulic composition using a high-performance polycarboxylic acid-based polymer having a polyalkylene glycol chain good in fluidity, and to provide a method for efficiently producing the dispersing agent. SOLUTION: This method for producing a dispersing agent for a powdery hydraulic composition comprises adding a reducing inorganic compound and a reducing organic compound to a liquid consisting essentially of a polycarboxylic acid-based polymer having a polyalkylene glycol chain and then drying and powdering the resultant mixture. Thereby, the dispersing agent for the powdery hydraulic composition is obtained by the method and the hydraulic composition uses the dispersing agent. As a result, the dispersing agent for the powdery hydraulic composition good in fluidity and dispersibility can be obtained and preadded to a cement, or the like.
