PROBLEM TO BE SOLVED: To enclose fly ash collected in a bag filter, fly ash generated when the incineration disposal of garbage is carried out or when the adsorption treatment of dioxins is carried out, ash of adsorbents and the like, and discharged matter such as dust and residues, into a solid body, and to safely treat the solid body while preventing the leakage of heavy metals and dioxins from it. SOLUTION: This method treats dioxins-containing discharged matter from an incinerator by subjecting it to mixing treatment, stirring treatment, and enclosing treatment sequentially. In the mixing treatment, ash generated when garbage or the like is burned in incinerators 4, 5 or when the adsorption treatment of dioxins is carried out, other dust, and residues are mixed with molten glass. In the stirring treatment, the ash, dust, residues are dispersed in the molten glass while stirring the molten glass. And in the enclosing treatment, the molten glass in which the ash, dust, and residues have been dispersed are cooled to be molded into a solid body 14. In the solid body 14, the dioxins- containing ash, dust, and residues are enclosed.
