PROBLEM TO BE SOLVED: To reform the fuel by using a hydrocarbon fuel as a resource and utilizing the micro-organism producing hydrogen without excreting a carbon component as CO2. SOLUTION: This device comprises circulating system 23, 24 utilizing the gaseous hydrocarbon as an energy source and circulating liquid containing micro-organisms producing hydrogen, a gas exchange layer 14 as a passage formed on a part of the circulating systems and covered by a member having gas exchangeable pores, and a reforming chamber 12 partitioned by the gas exchange layer 14. The gaseous hydrocarbon is introduced to a chamber of the reforming chamber 14 partitioned by the gas exchange layer 14, with the air and nitrogen, and hydrogen produced on the basis of the introduced gas is taken out of the other chamber.
