PURPOSE: An apparatus and a method for decoding motion pictures are provided to reduce the capacity of memory by decoding motion pictures using image coding. CONSTITUTION: An apparatus and a method for decoding motion pictures comprise a demultiplexer(210), a VLD(220), an inverse quantizer(230), an ICDT(240), a motion compensator(250), a transform coder(280), and a transform decoder(270). The demultiplexer(210) separates a motion vector and a variable length code from an input bit stream. The VLD(220), the inverse quantizer(230), and the IDCT(240) recovers macro block data to predetermined block units. The transformer coder(280) codes compensated macro block data according to the predetermined block units and stores them to a memory(290). The transform decoder(270) outputs an output image by generating a predictive block from the stored macro block data. The motion estimator(250) performs a motion estimation process in the predictive block.
