Compression parameters are narrowed under the condition of when image data is captured in imaging. Compression is performed on trial by using the narrowed parameters. The 'statistical relationships between the compression parameters and the amount of compressed codes' with limited imaging conditions are preparatorily determined and adequate ones of the statistical relationships are used under the imaging conditions of the object to be compressed thereby to estimate the compression parameters with high precision. A correction processing of the errors of estimation of the compression parameters are determined for each imaging condition of the object and properly used under the imaging conditions. A standard compression allocation proportion (quantization table before multiplication by the scale factor) in the frequency range for each imaging condition is preparatorily determined in view of subjective evaluation and properly used according to the imaging conditions of the object to be compressed.
