PROBLEM TO BE SOLVED: To provide a greening concrete block capable of making compatible those environmental requirements such as environmental protection and harmony of landscape by a greening maintenance through the assurance of sufficient amount of soil with those functional requirements such as flow water shielding function and surface layer soil erosion preventive function, basically eliminating maintenance and reducing a cost, and a secondary concrete product capable of being used in such a greening concrete block. SOLUTION: This greening concrete block is formed in a double layer structure comprising an ordinary concrete layer 10 and a porous concrete layer 20, and water shielding capability is developed by the ordinary concrete layer 10. Elongated and recessed groove pot parts 25 and 25A are provided in the porous concrete layer 20. The soil of a lower layer vegetation base 31 is filled into the spaces of the porous concrete layer 20 and the pot parts 25 and 25A, the soil of a surface layer vegetation base 32 is filled from the upper side of that soil, and the root system of a vegetation 33 is held by these soils.
