PROBLEM TO BE SOLVED: To prevent the random winding of a rope and regularly wind the rope on a drum by providing such a structure as to be capable of keeping the rope approach angle to the drum substantially constant regardless of the change of the radial winding position of the rope. SOLUTION: A body part 2 near a drum 1 has an arm bearing part 3, and a horizontally extending arm 4 is supported thereon in such a manner as to be horizontally rockable. The arm bearing part 3 comprises a lateral pair of stoppers 12 for limiting the rocking of the arm 4 in the turning position. Further, a sheave block 6 having two sheaves 7a, 7b supported thereon is mounted on the arm 4 in such a manner as to be longitudinally movable. A rope 10 to be wound on the drum 1 is guided through a sheave 11 and the sheaves 7a, 7b, and the arm 4 is rocked by the tension acting on the rope 10. The sheave block 6 is moved forward according to the increase in winding number of the rope 10. According to this, the rope approach angle to the drum 1 can be regularly kept substantially constant regardless of the change of winding position of the rope 10.
