PROBLEM TO BE SOLVED: To thoroughly recover offset developer and to optimize the amount of fixing web feed by providing an estimating means which estimates the amount of offset developer and altering the recovering capability of a recovering member according to estimation information. SOLUTION: A fixing device 60 consists of a heat roller and a pressure roller. On the heat roller, a fixing web is set as a member for recovering developer of offset caused during fixing by the pair of rollers. The temperature of the heat roller is controlled so that, for example, its surface is 190 deg.C. Also, the amount of the fixing web feed is controlled by the output of a thermistor which controls the temperature of the heat roller and the humidity detection means of the image forming device, etc. With the minimum amount of fixing web feed as 1, the amount of web feed is altered corresponding to the temperature of the heat roller and the humidity of an environment where the image forming device is placed. By altering the amount of the fixing web feed in such a manner, a change in the amount of offset during fixing and its recovering capability are made to match.
