PROBLEM TO BE SOLVED: To allow each communication unit using the H. 323 protocol for communication control to obtain a reliable charging processing result for each logic channel. SOLUTION: A communication unit 11 transmits a close logical channel signal to an opposite communication unit 12 in a way that a logical channel opening/closing time is added to the protocol as a protocol element. The unit 12 transmits a close logical channel Ack signal to the unit 11 as its acknowledgement of the unit 12 in a way that a logical channel opening/closing time of the unit 12 is added to the protocol as a protocol element and each of the units 11, 12 conducts charging processing for each logical channel.
