PROBLEM TO BE SOLVED: To transmit current voice data in parallel with the transmission of stored image data. SOLUTION: A composition section 106 composes image data stored in a storage image memory 102 and voice data in a present state picked up by a microphone 104 and transmits the composite data. A sensor senses a fault an even while the stored image having been photographed by a camera at that time is transmitted, a state of a terminal can by recognized by sound and conversation between a terminal station and a monitor station is attained and the state of the terminal can early be grasped as an advantage. Thus, a center side can take a quick and proper countermeasure such as threatening by speaker sound, instruction to a monitored area, and dispatch of personnel. Moreover, only one channel is used for the monitor, then the cost with respect to the channel installation and the communication cost can be reduced.
