PROBLEM TO BE SOLVED: To inform a subscriber terminal of a speech charge in a designated voice or data by dialing a number denoting a type of a speech charge notice service before a call connection dial number. SOLUTION: This device is provided with a voice service circuit 5 that informs a telephone terminal 1 about a speech charge notice in voice via a modem 2 connected to an exchange 3, a server circuit 6 that informs a personal computer terminal 11 about a speech charge notice in data via the modem 2 connected to the exchange 3 in parallel with the information by the voice service circuit 5, and a speech charge notice control circuit 7 having a service control circuit 73 that controls the voice service circuit 5 and the server circuit 6 by receiving the speech charge notice information relating to this communication from a control processor 4 controlling the exchange 3 when the telephone terminal 1 or the personal computer terminal 11 completes the communication.
