PURPOSE: A forward converter which uses a return energy is provided to reduce the number of the secondary windings by adding an output side secondary winding and adding a winding to an inductance. CONSTITUTION: A power transmitting section has a primary winding and a secondary winding having first and second windings. A forward voltage rectifying section outputs the voltage accumulated in a second inductance by the second wining to a pass through a first rectifying device, a first inductance, and a capacitor when the voltage is induced to the secondary winding. A return voltage rectifying section outputs the voltage accumulated in the first inductance by the first winding to a pass trough a second rectifying device, a second inductance, and a capacitor when the voltage is not induced to the secondary winding.
