PROBLEM TO BE SOLVED: To generate no alarm in case of momentary abnormality and to making a trend display without thinning out an abnormality signal by generating an alarm when a measurement signal obtained by measuring physical phenomena of various facilities exceeds a predetermined set value. SOLUTION: Measuring instruments No.1 to No.7 are fitted to facilities and measure physical quantities (pressure, temperature, current, voltage, etc.) The physical quantities measured by those measuring instruments are converted into electric signals, which are sent to a microcomputer 1 and a recording and display part 2 as an operation part through a LAN such as Enthernet. The microcomputer 1 is provided with a timer and a counter for generating an attention and an alarm when a measured value exceeds a specific value. The timer is turned ON when a signal whose measured value exceeds the set value is generated and continues to operate for a predetermined time. The counter counts measurement signals exceeding the set value while the timer is ON. A printer 3 connected to the microcomputer 1 outputs data of an abnormality signal, etc., on recording paper.
