摘要 <p>PROBLEM TO BE SOLVED: To actualize an image encoding and decoding device which has high compression efficiency for a multi-valued input image. SOLUTION: A 1st prediction part 20 and a 2nd prediction part 21 generate predicted value data 110 by predicting pixel values of a pixel of interest by their specific methods according to image data 100. A line counter part 42 compares the image data 100 with the predicted value data 110 and adds 1 to the run count value of a corresponding prediction part when a hit is obtained and a run continues up to a last pixel. When there is no prediction part where the hit is obtained and the run continues up to the last pixel, the run which continues to the last pixel is sent out to a selection part 40 as run data 112 together with an identification number of the prediction part. The selection part 40 selectively outputs the run value and identification number or prediction error data from a prediction error calculation part 30, so that they are encoded and outputted.</p>
