SOLUTION: A connection information forming part 14, prepare connection information 15 which indicates equipment connected to both ends of each piping and indicates joint parts, respectively in the piping connecting the joint parts indicating a branch point of the piping and the equipment, the piping connecting the follow equipments and the piping connecting the follow joint parts. Line up information 17 is prepared in a line up information preparing part 16 by using this connection information 15.
