PROBLEM TO BE SOLVED: To bypass a voice signal sent from an extension telephone set from a signal path passing through an Internet protocol network into other leased line or a public network, on the occurrence of a fault or congestion in the internet protocol network. SOLUTION: This bypass system consists of a traffic control section 7 that detects a congestion state of a local area network LAN 10 that is an Internet protocol network, a call control section 5 that sets up a link between an extension telephone set 1 and the LAN 10 on the basis of the result of detection by the traffic control section 7, a central processing unit 3 that instructs a signal path for a voice signal sent from an extension telephone set 1 on the basis of the result of setup of the link by the call control section 5, and a switch control section 2 that selects a signal path connected to the extension telephone set 1. When no link is set up by the call control section 5, the voice signal sent from the extension telephone set 1 is bypassed to a leased line network 13, via a leased line trunk 12 by the switching of the switch control section 2.
