PROBLEM TO BE SOLVED: To eliminate noise of pulses in a synchronizing signal by a cut-off circuit and to eliminate noise existing at a part other than the pulses in the synchronizing signal by an output circuit. SOLUTION: A cut-off circuit 100 receives a synchronizing signal to eliminate the tip of a pulse of the synchronizing signal. An output circuit 200 includes 1st and 2nd resistors Ra, Rb connected in series between 1st and 2nd level points and a transistor(TR), that has a base which receives synchronizing signal from the cut-off circuit 100. Then the cut-off circuit 100 outputs a level between levels produced by the 1st and 2nd resistors Ra, Rb.
