PROBLEM TO BE SOLVED: To provide a programmable controller which can notify the output state of a DO module shared by respective CPU modules without providing a DI module monitoring an output of the DO module when a plurality of CPU modules share the DO module and to provide an application program developing device. SOLUTION: CPU modules 2 perform frame transmission of shared mask data together with output data to a DO module 3. In such a case, a data transfer mode control bit is provided in a transmission frame, and a frame configuration in which the shared mask data is not included is also made possible in the case shared and competitive control is not performed. The module 3 calculates a new output from logical results of the shared mask data and output data from the respective CPU modules 2 and the current output state of its own. A reference output notifying the new output is transmitted to the respective CPU modules 2, and the modules 2. generate reference data showing the output state of the module 3 from the reference output and the shared mask data.
