PROBLEM TO BE SOLVED: To obtain a decontamination method for contaminated inorganic substance surface layer which does not scatter contaminated fine powder and can process the surface at all angle according to the contamination depth without causing secondary contamination. SOLUTION: Contamination inorganic surface layer with permeation of radioactive material or hazardous material is decontaminated by this method. By irradiating the contaminated inorganic substance surface with light energy, the contaminated layer is fused to vitrify and exfoliate, or by irradiating with light energy, explosion is caused to exfoliate the contaminated layer.
