PROBLEM TO BE SOLVED: To monitor a network access and to stop the operation of a server device by permitting a power controller to transmit the network address of the server device to a switching hub when the server device becomes a power off state with the power off control of the power controller. SOLUTION: When the power output control circuit 16 of a power controller 1 stops a server device 2 by stopping output power, an ARP request circuit 11 transmits an ARP request frame where the network address of the server device 2 is set to be a transmission source address through a network interface part 13. When a switching hub 4 receives the ARP request frame, it executes learning for connecting the network address of the server device 2 to a port. Thus, a transmission frame from a subsequent terminal machine 3 to the server device 2 is outputted to the port and therefore a network monitor circuit 14 can monitor the frame to the server device.
