PROBLEM TO BE SOLVED: To obtain a heating unit applicable to the wall surface or ceiling in housing while ensuring safety by attaching a heat insulating material and a surface decoration plate, respectively, to the opposite sides of a planar heater having a self temperature control heater and providing the assembly with a stop part for containing feeder wiring. SOLUTION: A surface decoration plate 11 is attached, through metal work bond, to the surface of the planar heater 12 of a heater panel 10 and a heat insulating material is attached to the rear surface thereof through urethane based bond. The heater panel 10 comprises an existing wall 20, a baseboard 30 for securing the lower end of the panel 10, and a parting strip 40 for securing the upper end thereof. The parting strip 40 has a groove 41 for passing an AC power supply cord in the longitudinal direction. The baseboard 30 is provided with a part 31 for stopping the heater panel 10 to the upper end side thereof and the parting strip 40 is provided with a part 42 for stopping the heater panel 10 to the lower end side thereof. The stopping parts 31, 42 may be imparted with resiliency by making a cut on the inside.
