PROBLEM TO BE SOLVED: To easily attach a shutter to an exhaust stack. SOLUTION: A shaft 22 is inserted into a hole 21 of a shaft mounting portion 20 of an exhaust stack 16 (mounting stack 18), a bearing 25 is inserted into a hole 24 of the mounting flange 23 of a shutter 17 and fixed thereto, and the shaft 22 is rotatably inserted into the shaft hole 40 of the bearing 25 so as to rotatably attach the shutter 17 to the exhaust stack 16. The shaft 22 provided with a base 31 and a rib 32 at a shank 30 is configured such that it is radially deformed to retract into a slit 33. When the shaft 22 is deformed to shrink and inserted into a hole 21 from outside, the rib 32 passes through the hole 21, thereafter the rib 32 and the base 31 clamps a shaft attaching portion 20 to keep it from going out from the hole 21.
