PROBLEM TO BE SOLVED: To provide the pavement structure of the floor surface or the road surface hard to accumulate dust or water and excellent in durability. SOLUTION: A great deal of aggregate 5 with a weight having grain size over 6 mm up to and including 30 mm is monolithically connected with an adhesive to form a ground layer 3 having permeability with percentage of void over 15% up to and including 35% is formed on the base surface, and a great deal of aggregate 5 with weight having grain size over 3 mm up to and including 6 mm is monolithically connected with the adhesive, and a surface layer 4 having permeability with percentage of void over 10% up to and including 25% is formed on the surface of the ground layer 3.
