PROBLEM TO BE SOLVED: To reduce the area for mounting a relay by selecting a signal input substrate corresponding to an engine model for testing, by simultaneously turning on all relays being mounted to the substrate for closing, and by inputting contact output for outputting the selection signal of the signal input substrate to the signal I/O substrate of an engine. SOLUTION: A control panel CP consists of ECUs (electronic control units) 1 to 8 being provided in advance corresponding to an engine E for testing, ECU switching units U, and a controller CU. A signal from the ECU being inputted to a signal input substrate P being switched for selecting is led by a signal cable CA from a signal output substrate PO being installed at the ECU switching unit U, and a connector CM is connected to a connector CF of an engine, thus connecting the selected ECU to the engine via the selected signal input and the output substrate PO. In this manner, the ECU, the ECU switching unit, and the controller CU can be accommodated onto the surface of a control panel CP 1.
