PROBLEM TO BE SOLVED: To surely prevent unwanted decodings caused by the delayed detection of a NEWLEN marker code, without imposing special load on hardware. SOLUTION: When there is a possibility that the arrival of a NEWLEN marker code will be delayed before code data received by means of a modem 21 are inputted to an arithmetic decoder 29, the delay of the NEWLEN marker code is absorbed, in suchn a way that the control section 27 of a decoding section 26 sets a waiting time (standby time) for waiting the arrival of the NEWLEN marker code, and when data arrive thereafter, the section 27 discriminated whether the data are the NEWLEN marker codes.
