PROBLEM TO BE SOLVED: To obtain a method for monitoring a urea useful for managing a quality in a pure water producing process and a method and an apparatus for making the water by using the method. SOLUTION: The method for monitoring an urea concentration monitors a raw water for making pure water or an at least one urea concentration of produced pure water. The urea concentration of the water to be monitored is analyzed by continuously or discontinuously measuring an absorbance by using a flow injection analyzing method. The method for making pure water comprises the steps of continuously or intermittently monitoring at least one urea concentration of the raw water or pure water produced, operating an urea removing unit when the urea concentration of the raw water exceeds a reference value, eliminating the operation of the removing unit when the concentration in the raw water is lower than reference value, or stopping water intake of the raw water when the concentration in the raw water exceeds the reference value, and restarting the intake of the raw water when the concentration in the raw water is lower than the reference value. The apparatus for making pure water comprises an urea concentration monitoring device for monitoring the urea concentration.
