PROBLEM TO BE SOLVED: To receive a signal from a beacon station with the best reception state by detecting the reception signal strength of an electronic wave from a plurality of beacon stations, increasing the priority for beacon stations with higher signal strength, changing data into signals in the order of a higher priority, and selecting a beacon station that is capable of decoding and is selected first. SOLUTION: The signal strength of the reception signal of an electronic wave from a plurality of specific beacon stations is detected, priority is increased for a beacon station with larger signal strength, data is combined starting from that with higher priority, and a beacon station that is capable of combining and is detected first is selected as a reception beacon station, thus detecting reception signal strength for a beacon station with higher probability of reception signal strength and decoding data starting from a beacon station with larger reception signal strength, and hence reducing time required for utilizing a signal from the beacon station first.
