PROBLEM TO BE SOLVED: To provide a transparent shield member of low resistance and high transparency by pasting a transparent film wherein indium oxide is laminated on one surface to at least on one surface of a transparent hard board. SOLUTION: A transparent shield member 1 is arranged on a front surface of, for example, a monitor 2 or liquid crystal screen, with a transparent plastic plate 4, etc., where an embossing 3, etc., are applied on a front surface side for preventing reflection provided as a base. On a rear surface side of the transparent plastic plate 4, etc., which is to be a base, a transparent film 5 where a transparent conductive material such as indium oxide is laminated and held with the resistance lowered to a level where a constant shield effect is provided, is pasted. A part of an operation panel formed of, for example, film or sheet is provided with a window part for observing a screen, and on its rear surface, a transparent film is pasted where an indium oxide is laminated and held with the resistance lowered to a level where a constant shield effect is provided.
