PROBLEM TO BE SOLVED: To obtain a mirror with low color change in a metal layer and high reflectivity by forming a metal layer of silver or a silver alloy on a base material, forming an overcoat layer on the surface of the metal layer, and forming a water-repellent topcoat thereon. SOLUTION: Preferably, a topcoat layer 18 is made of a fluorine compound, has a thickness of 0.05-1μm, an overcoat layer 16 is made of at least one material selected from the group comprising silicone modified acrylic resin, epoxy.melamine.acrylic resin, silicon dioxide, and PLC and acts as a reflecting mirror. A reflecting film has four-layer structure of an undercoat layer 12, a metal layer 14, the overcoat layer 16, and the topcoat layer 18 from a base material 10 side. The base material 10 is a material resistant to heat generating from a light source so as not to change an optical axis, formed in a shape capable of obtaining specified light distribution, and made of a molding product of a plate of metal such as Al, an Al alloy, iron, and stainless steel, a resin molding product, or ceramic.
