PROBLEM TO BE SOLVED: To improve both the quality of communication and the probability of handover success by properly and effectively utilizing normal handover and seamless handover. SOLUTION: The mobile communication terminal is provided with a normal handover control means 51 for executing a handover procedure, by interrupting communication with a base station to be a switching source, a seamless handover control means 52 for executing the handover procedure while maintaining communication with the base station and a handover selection control means 53 for deciding the receiving quality of a signal received from the base station and selectively allowing the means 51 or 52 to execute operation based on the decision result and a previously prepared selection table.
