PROBLEM TO BE SOLVED: To simplify trouble diagnosis of a flow rate detecting means and a hot water temperature setting means and to prevent supply of high temperature hot water of mixture hot water during a trouble. SOLUTION: The trouble of a flow rate detecting means 14 or other part than the means is promptly ascertained by inputting a pseudo flow rate detecting signal to a mixture control means 17 by a flow rate signal switching means 16 and a pseudo flow rate signal generating means 15 to create in a pseudo- manner a use of hot water instead of a flow rate detecting means 14. When the flow rate detecting means 14 is failed in operation, supply of proper temperature hot water is practicable by utilizing a pseudo flow rate signal by the pseudo flow rate signal generating means 15.
