PROBLEM TO BE SOLVED: To speedily detect a deterioration condition of a battery (including defective cell) with high precision. SOLUTION: In this detection method, it is judged whether a voltage between terminals of a battery 8 is within an allowance scope or not every time the voltage between terminals of the battery 8 is measured per fixed time under the control of CPU 1 in a condition in which the allowance scope of voltage change at the time of battery discharging/charging is stored in a memory 2, and the results of the judgement are detected and displayed as the deterioration of the battery if it is judged that the voltage between terminals of the battery 8 is not within the allowance scope to stop discharging/charging of the battery 8 immediately.
