PROBLEM TO BE SOLVED: To obtain the video signals of high picture quality and high resolution by applying the conversion of resolution to the progressive scan digital video signals which have undergone the i-p conversion via an i-p converter via a resolution converter and outputting the digital video signals of high picture quality obtained by emphasizing a prescribed frequency component contained in the digital video signal by an emphasizer. SOLUTION: The input video signals are outputted as the progressive video signals which have undergone the i-p conversion via an i-p converter 101 so as to perform an adaptive interpolation by the motion detection of the time base direction. Then the progressive video signals undergo the conversion of resolution via a resolution converter 102 using a digital filter and are outputted as the 720p video signals of a prescribed output video signal format. The outputted 720p video signals are emphasized by an emphasizer 103 to satisfy a prescribed condition with the signal level change and its gradient, etc. defined as the the indexes.
